2016 HOA Annual Meeting Minutes

What better way to celebrate new landscaping around the Crest View sign than following it up with an ANNUAL MEETING???

ANNUAL CREST VIEW ESTATES HOMEOWNERS MEETING

JUNE 28, 2016 7:00 PM Faith Baptist Church 11150 Hilltop Road, Parker, CO

Board Members present: President Roger Branch, Vice President Elizabeth Aguilar, and Treasurer Bob McLaughlin (past HOA Secretary Tom Vermilye had to resign as he was moving to Ohio in the month of June) Meeting called to order by President, Roger Branch at 7:15pm.

VP, Elizabeth Aguilar went over the current list of HOA members in good standing

President Roger Branch welcomed everyone to the meeting, thanked everyone for coming, and offered a reminder of the HOA website.

Treasurer’s report by Bob McLaughlin Current balance – (*Per Crest View Estates HOA policy, we don’t post our account balances in a public forum like this blog. If any community member(s) are interested in the financial details of the HOA, they are discussed in the annual meetings and can also be obtained through a request to the HOA board*)

Expenditures have included HOA registration fees with the State of CO, attorney fees, HOA insurance, annual meeting refreshments, additional solar lights for sign on Hilltop Road, survey of the eastern boundary, and the contribution to the annual community party.

President, Roger Branch, reiterated the happenings since last year: • More solar lighting was added to the entrance sign to make it easier to see and read at night (MANY THANKS to the Proroks for keeping the sign area regularly mowed!). • Landscaping was added around the sign to protect the lighting and to make it easier to mow around (THANK YOU to Danny Larson for helping with the landscaping!). • ‘No Outlet’ signs installed above Crest View street sign (as well as the back of the subdivision). • Updated By-Laws approved in 2015 meeting were officially filed with Douglas County. • Information regarding the proposed Excel power line expansion plan was obtained as it became available. Situation is currently being monitored and any new information will be passed along to the community. • Survey completed on Crest View’s eastern boundary (at the end of all three roads) in preparation for stretches of fence to be installed. Fence should help deter motorized traffic that may come from a more compete Tallman development in the near future (since Tallman’s road will be open to through traffic). • Community party at Greenfield’s was a big hit! • HOA Board is discussing updating and clarifying Crest View’s covenants and Architectural Review Committee (ARC) guidelines. • Attorney was retained (Kathryn James with Folkestad Fazekas in Castle Rock) and is working with HOA Board to ensure covenant/ARC committee changes and/or clarifications are legal and correctly applied.

HOA BOARD ELECTION

The HOA Board of Directors are elected for a term of one year. Elections were held for each position, and the results are as follows: President – Roger Branch Vice President – Elizabeth Aguilar Treasurer – Bob McLaughlin NEW Secretary – Shawna Fletcher (A big THANK YOU to Shawna for volunteering!)

Architectural Review Committee (ARC) – In addition to Danny Larson and Juan Aguilar staying on as ARC members, two new members stepped forward and were elected - Annette Pelton and Stephanie Kelly (Whoo-Hooooo! Thank you!) (ARC role of control vs Board of Director’s role of enforcement was discussed.)

All elections were unanimous.

BUDGET:

The 2016 budget and actual and the 2017 proposed budgets were distributed. The information is as follows:

Discussion closed Motion was made to approve proposed budgets as stated. Motion seconded

Unanimous vote was made to accept

Discussion about why dues are required ensued. Primarily, unexpected events may arise and the community needs to be prepared financially.

The widening of Hilltop Road to four lanes was discussed, nothing official has been heard, however, it is apparently color coded with a $5M budget for widening. Additionally, there will most likely be a stop light at the Crest View/Hilltop intersection at some point for safety reasons.

TALLMAN DEVELOPMENT (to Crest View's East) A plat map of the Tallman planned development was distributed and it will be added to the website. It was discussed that as Tallman continues to develop, it is of high priority to try to keep Crest View as preserved as possible.

The following considerations were discussed: • Tallman owns the open space east of Crest View. • Tallman is required to have two points of entry and exit, therefore increasing the potential traffic from the east into Crest View. • 142 homes planned in Tallman. • South Metro Fire location is still planned on the north, possibly in 2017. • The west border is Douglas County open space. • Plat maps show a trail drawn in on Tallman to Pikes Peak Road. • Sections of white vinyl fence are being considered to discourage traffic. • Keeping an open mind because many Crest View members enjoy using the open space, too.

SIGNS After discussion regarding public access to Crest View being problematic, it was agreed upon that signs should be posted to discourage motor vehicle traffic. Additionally, having posted signs first, the sheriff can then be contacted when private property is trespassed. It was agreed to consider all options.

COVENANT UPDATE/CLARIFICATION

A summary of the attorney discussion was distributed. The follow-up points from the Board’s communication with Kathryn T. James was outlined, therein. The three points included:

The objective being the clarification of covenants and architectural guidelines was discussed. The current covenants are circa 1975, before the build out of Crest View was complete. There are not specific guidelines or clear ramifications outlined. The attorney’s involvement will ensure everything is correct and legal.

DUES PAYMENT Approximately 50% do not pay dues. Increased outreach to improve compliance as well as determination of an appropriate process and course of action for noncompliance was discussed.

HOA COMMUNITY PARTY The community party was a huge success, there was discussion and unanimous vote to move forward with the potluck as an annual event. Thanks to the Greenfields for hosting 2015!

OPEN DISCUSSION

Power line update: Town of Parker’s planning commission meeting to be held June 30, as Excel has filed intent with the Town of Parker, followed by a short discussion of the information that has already been disseminated to our community.

There was a question regarding the annexation of Crest View. It was discussed that the Town of Parker and Parker Water are very different entities, and that it is highly unlikely to be beneficial to the Town of Parker to annex Crest View for increased revenue for water and sewer.

There was a question regarding the recent Hilltop water expansion signs. It was discussed that a particular developer attempted to obtain zoning to build high density residences, and that a grassroots movement reminded Douglas County of their own master plan which prohibits that rezoning until 2030.

There was a discussion regarding aquifers supplying Crest View. The following items were shared: • Douglas county water Authority is monitoring wells and will provide very detailed reports every three months showing minimal drop in aquifer.

• Some residences have adjudicated their water rights which protects other residences need to adjudicate.

• The Town of Parker pulls from Arapahoe aquifer. Crest View pulls from Upper Dawson.
