Annual Meeting
September 26 , 2019
Board Members present: President Shawna Fletcher, Vice President Elizabeth Aguilar, Treasurer Roger Branch, and Secretary Gary Fletcher. Architectural Committee Members present: Juan Aguilar.
Approximately 34 members attended
Treasurer’s Report: Roger read the Treasurer’s Report with a hard copy passed out to all members in attendance.
Report was accepted and approved

$3685 revenue in 2019
Increased insurance liability to $2M
Dumpster day
1 dumpster went unused
Used Metal Man metal recycler
Could perhaps use a chipper service to conserve space
County will mulch branches – check their website
2020 Budget proposed

Juan Aguilar represented the ACC committee – members Juan, Steve Cosper and Shawn Spink
Vowed to turn around request quickly
Will review for covenants
Setbacks, colors, obstructions, nuisance violations
Have received notification of permit requests from the county, but can submit them directly to the HOA
Last year in review
51/58 homeowners current on dues
Hope to keep doing community events
Open to ideas/suggestions
Will send website info & contact information
Dumpster day had large turnout and positive feedback – will continue
Potluck hosted by Robbie Van Camp and Dionne Hutton this year was also a success and well received
Looking for volunteers for next year
Community Garage Sale, 9/13-24, had 10 homes participating and a lot of buyers
Covenant enforcement guidelines have been tested
Not everyone complies
Litigation could cost as much as $20k
The possibility of fines were discussed and the HOA board will review and submit a proposal for review and voting approval

Covenant Enforcement
Required by law to follow up and review complaints
Had been assured that people would follow rules
We are at a crossroad, with not everyone willing to comply
Last year had voted in ability to bring lawsuit
Found that it may coat as much as $20k to bring lawsuit
Would require a special assessment
If found in favor of HOA, homeowner may be responsible for costs, but may not pay
Still no guarantee of compliance
Current issue had 2 members file complaints
Met with homeowner, got agreement, but didn’t follow through
Some homeowners feel that they do not need to follow covenants
Could the community help with cleanup activities?
Douglas County will not intervene in HOA covenants violations
Need to review options with the community
Other similar HOA’s have imposed fines
Our HOA as no way to enforce because we have no fining ability
Would have to vote to amend covenants according to the bylaws
HOA board will review equivalent HOA policies
Some based on categories with different fines
HOA will send out a proposal
Raise complaints with Douglas County asking to enforce county violations?
May have to have special meeting to review further
