CREST VIEW ESTATES HOMEOWNER’S ASSOCIATION
BOARD OF DIRECTORS’ MEETING
October 18, 2016 7:00 PM
Board Members present: President Roger Branch, Vice President Elizabeth Aguilar, and Secretary Shawna Fletcher. Architectural Committee Members present: Annette Pelton and Stephanie Kelly
Meeting called to order by President, Roger Branch at 7:15pm.
Annual Party
The 2nd Annual Crestview Pot Luck was a huge success! Huge ‘Thank You’ to the Greenfields for hosting a spectacular event!!
Signs
The first of our community signs have been installed on Crestview at the first intersection and on both sides of the wash. The signs were posted on redwood posts, which should hold up better than treated wood, but are much more aesthetically pleasing than typical metal posts. The installation of an additional ‘no motorized vehicles’ sign at the top of the wash was discussed, and it was agreed to table that sign to see whether the first two deter vehicles.
Northern Crestview Border
A discussion of the fence on the northern border of the community and the concern about potential motor vehicle traffic was held. It was agreed that a two-strand, smooth wire replacement fence would be the best option. In addition, a 48-inch gate would be installed to allow for pedestrian, bicycle and equestrian traffic, but to keep motorized vehicles entering from the north. Also, it was agreed to post a ‘no motorized vehicles’ sign rather than a ‘no trespassing’ sign. (UPDATE: After speaking with the property owner that adjoins our northern community border, it has been decided to return to the original plan of posting the "No Trespassing" sign and not go forward with the gate that would allow pedestrian/equestrian access through the north boundary. The property owner was extremely concerned that providing access would be encouraging traffic onto his private property, which would leave him vulnerable to lawsuits. Along those lines, he also expressed encouragement and enthusiasm for our HOA to replace the fence line that was taken down by one of our Crest View Estates homeowners.)
HOA Covenant Clarification and Enforcement
There was extensive discussion regarding the covenant enforcement policy development. Examples from communities similar to Crestview were reviewed, and legal input previously obtained from the attorney hired by the HOA was considered.
It was decided that a draft of potential policies will be presented to the attorney for review, along with a list of questions asked by Board members. Upon receipt of the attorney’s additional input and answers, the final set of policies will be developed.
Following the finalization of policies, there will be a mailing to all Crestview homeowners to include a hard copy of the pre-existing covenants and a hard copy of the enforcement policies. Both documents will also be made available on the HOA website.
