The new Crest View Estates HOA board had its second meeting in February, 2015. The following are the minutes from that board meeting.

February Board Meeting Minutes:

Crest View Subdivision HOA meeting minutes

February 20, 2015

Board members in attendance: Roger Branch – President, Bob McLaughlin – Treasurer, Tom Vermilye – Secretary, ACC members – Danny Larson and Gery Noonan (V.P. Elizabeth Aguilar unable to attend due to family commitments)

Meeting called to order at 7:15pm.

- Treasurer Report – nothing new to report

- Treasurer Bob McLaughlin verified that the HOA is registered with the Secretary of State and DORA (Department of Regulatory Agencies).

- President Roger Branch verified that Douglas County has the HOA by-laws and covenants on file. If we amend either set of guidelines, we need to provide an updated copy to the County and the State.

- General discussion took place over reconciling our by-laws and covenants because there are two different versions in existence. Roger Branch said he would compare the two, and make sure the State and County have the correct copy on file.

- Discussion regarding potential changes to by-laws to streamline some of the outdated processes that no longer apply (i.e. Board election process and elimination of various committees).

- Discussion regarding number of board members and whether we want to keep the four members of the ACC attached to the Board (current status), or separate them into their entity.

- Discussion regarding HOA website

 Information to be shared on website

• Covenants

• By-laws

• Meeting minutes; including financial payments

• Meeting announcements

• Security alerts (neighborhood watch issues)

- Discussion regarding voting requirements for financial outlays

 >$250 requires two signatures

 >$500 requires HOA Board vote

 >$1,000 requires membership vote

- Status of vacating easements

 Roger Branch has requested a pre-submittal meeting with the County; however, he has not received a response. He will continue to follow up and get the meeting scheduled. The pre-submittal meeting will outline what the procedure is for vacating the easements and the HOA will need to hire an attorney to complete the process.

 First priority is ensuring the easements along the east edge of the subdivision are vacated.

 Roger Branch is going to check on the status of all sides of the subdivision needing to be vacated (open space on western edge may not be necessary).

- Discussion regarding the HOA obtaining insurance – Roger Branch going to check with local agency.

- The HOA is going to purchase 4 solar powered spot lights to illuminate the Crest View sign on Hilltop Road - $200.00.

 Concerns – Durability, security (someone stealing the lights)

- Adjudicating wells – individual homeowner’s responsibility. *STRONGLY ENCOURAGED* - Contact Colorado Division of Water Resources - (970) 352-8712

- Board members were encouraged to share ideas regarding proposed covenant changes via e-mail so they can be discussed in greater detail at upcoming meetings.

Meeting adjourned at 8:45pm.
