Your Crest View Estates HOA board met on March 23, 2015. It was a productive meeting where some vital information was presented that we believe Crest View community members will appreciate knowing. Two of the main issues brought up in the November, 2014 HOA meeting held to vote in a new board - vacating easements and status of water rights - were discussed at length. Please read the HOA board meeting minutes to get caught up on what we've been able to find out for the community regarding those issues.

Thanks for visiting our new website! We hope this will continue to be a focal point of spreading information to our community. And don't forget to mark June 16 (7 pm) down as the date for our formal annual meeting for 2015. We're still determining where it might be held, but the date is firm.

An important reminder: In order to be a Crest View member in good standing (and therefore able to discuss and vote on community issues in the upcoming annual meeting), annual dues of $25.00 will be paid on or before the date of the 2015 annual HOA meeting. Correspondence from HOA board will be sent no less than 30 days prior to the deadline. If paying in advance, please mail annual dues payments to Crest View HOA at PO Box 4071, Parker, CO 80134. Please do not send payments to P.O. Box within 7 days of the annual meeting, so there will be no confusion regarding whether payment has been made or not. If you have not paid in advance before the meeting and want to be a member in good standing in order to discuss issues and vote, payment will be accepted at the meeting itself.

Crestview Estates HOA Board Meeting Minutes

March 23, 2015

Attendees: Roger Branch, Elizabeth Aguilar, Bob McLaughlin, Danny Larson, and Gery Noonan

  • Meeting called to order at 7:00pm by President Roger Branch

  • Treasurer’s report - $215.00 expenditure to reimburse Roger Branch for purchase of solar lights for Crest View sign on Hill Top Road.

  • Discussion regarding financial information disclosure – Budget and financials will be distributed at annual HOA meetings. If information is requested at any other time, general financial information can be emailed to those requesting (i.e., balances and budgets). If more detailed information is further requested, Treasurer Bob McLaughlin will provide bank statements with the account numbers redacted for HOA security. Knowing the status of HOA financials is the right of every community member in good standing with the HOA.

  • Update on community-wide trash collection from VP Elizabeth Aguilar - Organizing a unified community-wide trash collection is not feasible at this time, due to the fact that the companies would require the HOA to be the bill collector for the services. In addition, the cost savings would be minimal based on the relatively small amount of houses in our neighborhood.

  • There was a brief discussion regarding organizing a Haz-mat (paint, chemicals, etc.) drop site in the neighborhood and volunteers delivering the items to the Parker FREE Hazmat drop off location.

  • Easement vacation update – President Roger Branch attended a meeting with the Douglas County Building & Zoning Department. According to the County, there is no reason to pursue any easement vacations at this time. The Crest View sub-division is protected on the West side by open space owned by the Town of Parker. The East side of the neighborhood is protected by open space that is part of the development agreement for the Tallman sub-division that is under new ownership. The new owners have agreed to honor the original development agreement and there are no changes planned regarding the open space between the two neighborhoods. The Board is looking into the size of the open space, in hopes of alleviating any concerns about new homes encroaching on Crest View properties (Update: There are approximately 65 acres of open space in the Tallman sub-division that borders the east boundaries of Crest View). The Crest View sub-division is protected on the North by easements that were created when the sub-division was developed. There is an agreement on file with the county from the Canterbury sub-division that says they will not have access through our neighborhood. Additional discussion took place regarding the possible requirement of vacating the easement to the access road located in the northwest corner of the neighborhood. At this time, there is no reason to pursue this due to the exorbitant costs associated with the process and the possibility that the Crest View sub-division would be required to build an asphalt or concrete road in the location of the current gravel road. The road would have to extend all the way over to the thru-street in the Canterbury sub-division and we would most likely be required to maintain the road as well (snow removal, maintenance, etc..

  • Water adjudication update – Gery Noonan met with Craig Curl (sp?), a local water rights expert. Craig said that there is no reason for anyone in the neighborhood to adjudicate their water wells at this time. In fact, doing so would possibly allow the regulatory agency to place more restrictive limits on your water use than currently exist. It is STRONGLY recommended that residents register their wells in their names, because some of them are out of date and the information is not accurate. This could become an issue when properties are sold a few times and then the records become useless. Gery provided some steps to register your well permit in your name:

  • To locate your well if you don’t have a copy of your permit, go to http://water.state.co.us/Home/Pages/default.aspx . Click on Aqua Map. Enter the location of Section 31, Township 6S Range 65 W and hit the quick zoom button below the location. Add Roads and Well applications on the Data Display and when you put your pointer on your well, the name it is listed under and permit number shows under Details in the bottom right corner.   • General discussion regarding line items for the annual budget proposal. Examples are:

  • Postage, stationary, PO Box

  • Insurance?

  • Annual dues (Secretary of State, DORA)

  • Attorney fees

  • Community picnic

  • Funds for annual HOA meeting (facility rental, snack, drinks)

  • Discussion regarding legal counsel for the HOA. No retainer is required for general consulting; however, if the sub-division became involved in some sort of litigation, they would require a deposit based on the individual case.

  • General discussion regarding proposed changes to the by-laws that would be voted on at the annual meeting. Examples:

  • Remove requirement to have annual meeting during a certain month of the year

  • Clarify language about the Board taking on financial obligations

  • Remove several “standing committees”

  • Streamline election process for Board members

  • Add clause about requiring e-mail addresses from members, to reduce postage costs

  • Continuing discussion regarding dollar amounts for expenditures and what would require a Board vote or a membership vote.
