April Showers Bring May Flowers!

To the Crest View Estates Community:

As current HOA President, I just want to say what a pleasure it is to be working with my fellow HOA board members and architectural review committee members. Everyone involved in these meetings is serious about looking out for the community's best interests and a lot of progress has been made in each meeting. What a great group of people! We look forward to sharing our progress in the community's annual meeting on the evening of June 16.

Below are the minutes from our latest HOA board meeting.

Crestview Estates HOA meeting minutes - April 27, 2015

Members present: President Roger Branch, Treasurer Bob McLaughlin, Secretary Tom Vermilye, and ARC member Danny Larson. (Vice President Elizabeth Aguilar was ill and could not attend.)

Meeting called to order by Roger Branch at 7:08pm.

Treasurer’s report – Change to finances is $19.43 expense to Office Depot for the purchase of checks for the bank account.

Discussion –

Fencing – Discussions have taken place with the HOA for the Tallman development to the east and they are not interested in sharing the costs of installing a fence along the eastern perimeter of our neighborhood. Due to the expense of installing a fence along the eastern perimeter, it was suggested that we install fencing at the end of Pioneer Drive and on the northeast end of the neighborhood by Pikes Peak Drive, which would match the current fencing at the end of Devils Head Drive. The fencing would be installed as a deterrent for motorized vehicle/ATV traffic, but still allow for pedestrian and equestrian traffic. The Board approved Roger Branch seeking input from a surveyor to determine the location of the actual property lines. Upon receiving the survey results, the Board will decide on a final design and location of the fencing.

Due to the reduced size of the fencing proposal, the Board decided to hold off on consulting with an attorney regarding the legalities of requiring the Tallman development to contribute to installing a fence. If it becomes an issue in the future, we can revisit legal consultation.

Insurance – Roger received a quote from 1st Security Insurance for HOA insurance and it would be $1,196.00 for one year of just D&O coverage (without general liability). The Board decided that based on our current member dues, we cannot afford to deplete our budget for one annual expense. (Addition – A new quote of $783 for $1,000,000 General Liability insurance, along with D&O insurance, has been obtained, but details still need to be discussed in future HOA board meetings.)

Proposed Amendment Changes - A list of proposed by-law changes was reviewed and approved by the Board. The proposed by-law changes will be voted on during the annual meeting on June 16, 2015.

Proposed Budgets for 2015 & 2016 – Proposed budgets for 2015 and 2016 were presented by Roger Branch. The Board approved both budgets and they will be voted on at the meeting on June 16, 2015.

Location of annual meeting – The Board is looking into using a local church to hold our annual meeting on June 16, 2015 at 7:00pm. Details are still being finalized, but the location will be published with 30 days advance notice to the community.

- Danny Larson will be looking into having a temporary sign made that can be posted at the intersection of Crestview Drive and Hilltop Road. The sign will be used to notify members of the community about upcoming events or meetings.
