ANNUAL CREST VIEW ESTATES HOMEOWNERS' MEETING JUNE 8, 2017 7:00 PM Faith Baptist Church 11150 Hilltop Road, Parker, CO
Board Members present: President Roger Branch, Vice President Elizabeth Aguilar, Secretary Shawna Fletcher and Treasurer Bob McLaughlin Meeting called to order by President, Roger Branch at 7:15pm. VP, Elizabeth Aguilar went over the current list of HOA members in good standing President Roger Branch welcomed everyone to the meeting, thanked everyone for coming and called on Bob McLaughlin for the Treasurers Report. If any community member(s) are interested in the financial details of the HOA, they are discussed in the annual meetings and can also be obtained through a request to the HOA board*) Budget The 2016 budget and actual and the 2017 proposed budgets were distributed. Expenditures have included HOA registration fees with the State of CO, attorney fees, HOA insurance, annual meeting refreshments, postage for HOA mailings, and contribution to HOA Annual neighborhood Party. President, Roger Branch, reiterated the happenings since last year:
Fencing projects: Eastern boundary fencing is being installed at the end of cul-de-sac on Pikes Peak Way, and northern boundary fence is being reinstalled to ensure through-traffic is kept at bay.
Signage: "Covenant Controlled Community" and "No Motorized Vehicle" have been erected in appropriate areas, respectively.
Signs for equestrian/pedestrian easements were created and are available to homeowners to purchase who wish to post adjacent to their properties.
Covenant compliance enforcement has been of primary focus for the past year. Policies and procedures are being clarified in conjunction with HOA attorney to provide our community with specific, legal enforcement procedures.
Information regarding a new cell phone tower proposed by T-Mobile was received and discussed. Specific information was sent directly to homeowners whose property is affected by the proposed windmill-style tower.
2nd Annual community party at Greenfield’s was a enjoyed by all!
HOA Board has clarified Architectural Review Committee (ARC) procedures.
Community garage sale was discussed and decided upon to move forward.
HOA BOARD ELECTION The HOA Board of Directors are elected for a term of one year. Elections were held for each position, and the results are as follows: President – Shawna Fletcher Vice President – Elizabeth Aguilar Treasurer – Roger Branch Secretary – Annette Pelton ACC – new members Steve Cosper and Shawn Spink (to join Juan Aguilar) HOA Dues Increase
Discussion was held regarding an increase of HOA annual dues to $75.00. A primary concern of the HOA Board is the increasing costs of attorney fees. After discussion, a vote was held, and it was voted by majority to increase dues to $75.00 per year, beginning January 1, 2018, and that there would be a cap put on attorney fees. It was agreed that a reminder to pay dues would be sent to homeowners on January 1, each year. Covenant Clarification and Enforcement An extremely lively and passionate discussion was held regarding clarification of exisiting HOA covenants and the enforcement thereof. Pursuant to the discussion held at the annual meeting of 2016, wherein it was discussed that the current covenants are circa 1975, before the build out of Crest View was complete, and there were not specific guidelines or clear ramifications of noncompliance outlined, the HOA Board focus for 2016 was to clarify and determine how to enforce covenants. There was no objection from the homeowners at the 2016 Annual Meeting. There was concern voiced in this meeting regarding the specific enforcement procedures being developed by the Board (with the assistance of the HOA attorneys). To mitigate specific homeowner's concerns and put the issue to rest, it was agreed that, while not required by our covenants, there will be a vote requested of all homeowners regarding the adoption of covenant noncompliance guidelines. The final vote will be in accordance with our community's governing documents. It was agreed that the homeowner vote will be final and respected by all. The final, agreed upon enforcement guidelines document will also be registered with the State of Colorado so that there will be no further discussion or valid dissent. DUES PAYMENT
Several homeowners indicated they were not made aware of HOA dues being due and payable. It was agreed that a process of notification would be implemented for calendar year 2018. HOA COMMUNITY PARTY
The 2nd Annual Potluck was a huge success!!! Thanks,again, to the Greenfields for hosting 2016! This year's party will be once again held at the Greenfield's home, on Saturday, August 26, with a Cowboy Theme! An email and USPS mailing will be done to notify all homeowners. OPEN DISCUSSION
