CREST VIEW ESTATES HOMEOWNER’S ASSOCIATION

BOARD OF DIRECTORS’ MEETING

September 20, 2017 7:00 PM

Board Members present: President Shawna Fletcher, Vice President Elizabeth Aguilar, Treasurer Roger Branch, and Secretary Annette Pelton. Architectural Committee Members present: Steve Cosper and Shawn Spink.

Meeting called to order by President, Shawna Fletcher at 7:20pm.

Covenant Enforcement Procedure Document

A draft of the covenant enforcement procedure document will be finalized next month. The President will provide a draft of the finalized document to the Board at next month’s meeting. This will be discussed at the next Board meeting for release to the community for a vote.

Past Due Letter

A draft over-due letter for all HOA members with outstanding dues will be submitted by the Treasurer for review by the Board at the next meeting.

Easements and Plat Maps

The ongoing issue of what is shown on land plats and easements was discussed. A letter from the 1993 HOA President addressing the issue was presented, it will be copied and distributed to all members.

The plat maps on file with the County will be brought to the October meeting and the Board will review and discuss.

Registration of the HOA with the State

The HOA is registered with the State of CO, but is not registered with the Department of Regulatory Agencies (DORA). The President will follow-up with DORA to see what is required for registration.

Welcome Package

Welcome letters with helpful information about our community will be mailed out to new members of the Crestview neighborhood. A member of the Architecture Control Committee (ACC) (Juan Aguilar) will email the President the HOA letterhead to use with Welcome Letter.

ACC Records Storage

When a request is made to the ACC, a copy of the request and approval or disapproval letter will be forwarded to the President of the HOA, who retain an official copy filed with all HOA historical information.

Treasurer’s Report

The Treasurer’s report was read. The Board issued two reimbursement checks from the party and has not received any additional outstanding dues.

Poultry Requests

The Board will review the County’s rules and regulations regarding the keeping of poultry and the ACC will create a draft form for the Board’s approval. Upon approval, the request form will be added to the HOA website.

Directory

The Board discussed whether it was more advantageous to mail or email a copy of the Crestview directory to the community. It was agreed that the HOA directory will be mailed.

Robert’s Rules

Robert’s Rules is a list of preestablished rules of protocol and procedures to maintain those protocol at HOA Board meetings. A motion to apply Robert’s Rules to all Board Meetings including the end of the year (annual) meeting was made. The motion was carried. Robert’s Rules will apply to all Crestview Board meetings and future end of the year Annual HOA meetings.
