CREST VIEW ESTATES HOMEOWNER’S ASSOCIATION
BOARD OF DIRECTORS’ MEETING
October 18, 2017 7:00 PM
Board Members present: President Shawna Fletcher, Treasurer Roger Branch, and Secretary Annette Pelton. Architectural Committee Members present: Steve Cosper.
Meeting called to order by President, Shawna Fletcher at 7:15pm.
September HOA minutes were read by the Secretary. These minutes were approved by the Board and will be uploaded on the Crestview website.
Easement Discussion
There was a discussion of the Crestview easements, based on the information provided by the attorney, the survey company, the County, the State and historical HOA records. The following was concluded:
The Crestview easements that are recorded with Douglas County are controlling on the community and are the only enforceable easements within our community. Only easements that are designated as bridle easements are enforceable as bridle easements. No fencing is allowable where there is a designated bridle easement (theses are 20-foot easements and are designated on the plat map). These easements are enforceable by the HOA. There is a 20-foot bridle easement on all exterior boundaries. All easements not specially designated as bridle easements are 10 feet utility easements (these are enforceable by a utility company and not the HOA). There is a 10-foot utility and drainage easement on each side of lot lines and on all street frontages. A homeowner who puts a fence in the utility easement runs the risk of having to remove the fence if directed to do so by a utility company.
A motion was made to finalize the issue of bridle and utility easements – and agree the controlling document is the one recorded with the County. This motion was carried by the Board.
The Covenant Enforcement Document discussion was postponed.
Past Due Letter
Three letters were presented to the Board for consideration as an invoice letter (to be mailed after the first of the year with an annual HOA invoice) and a second to serve as an overdue letter for members of the community who are in arrears on their HOA dues. The over-due letter is more detailed and offers insight to where the annual dues go and what the HOA Board does for the community.
Welcome Letter and DORA
A motion was made to finalize the Welcome Letter which was approved by the Board. Currently Crestview HOA is not registered with Department of Regulatory Agencies (DORA). The President will register the HOA with DORA.
Treasurer’s Report
The Treasurer’s report was read. The Board did not issue any checks this month and has not received any additional outstanding dues.
Next Meeting will be November 29, 2017. It is tentatively planned at Elizabeth’s house unless that in inconvenient for Elizabeth. In which case it will be at Annette or Shawna’s home.
